The meeting was called to order at 3:00 p.m.
Ken Elder moved to accept the minutes of 11-13-02, with Diane Dixon second. Minutes approved by acclamation.
Bryon Clark recounted a meeting of the Executive Committee with President Johnson. He noted that an adjustment in travel allowances will be made. Use of reserves by SOSU has moved below the 8.3% level required by Regents. Twelve to Thirteen thousand dollars are still left in Organized Research.
Charles Weiner explained the difference between the Institutional Assessment Committee and the Administrative Coordinator Group for Assessment. At the recommendation of NCA, SOSU has established Coordinators of Assessment for all schools, the School of Graduate Studies and General Education. The role of these Coordinators is to advance the culture of assessment on campus. The group has been working for 18 months, has developed an assessment plan template, and has established a 3-level, rating system of NCA progress with assessment for each department/school. This group was appointed by the Deans and meets every other week. Doug McMillan commented that a perception has existed that assessment was not functioning correctly as a designated duty of a Faculty Senate committee, i.e., the Institutional Assessment Committee (IAC). The IAC will not be expected to conduct the huge amount of business necessary to conduct assessment in line with NCA.
Charles Weiner stated that the group of coordinators will help people write reports better, and that the IAC will judge Reports for annual rewards. Coordinators will be a resource for development, while the IAC will be an evaluative committee. Bryon Clark requested that the Senate receive the job description of the Coordinator’s Group.
A discussion was conducted related to the funding protocol for Institutional Grants. John Allen Hendricks will meet with the ORPRC and return to the Senate with a proposal.
Brett Elliott stated that the Committee on Committees met to appoint the remaining members of IAC: Wayne Dixon, Doug Wood, & Barbara Alcofer. Buddy Pierce moved to accept these appointment with Michael Desiderio second. The motion passed by acclamation. Further the Committee on Committees appointed Kent Fields to the ORPRC. Buddy Pierce moved to accept this appointment, with Ken Elder second. The motion passed by acclamation.
